Beyond Energy Action Strategies (BEAST)

BEAST was a 36-month project with the general objective of closing the implementation gap of Sustainable Energy Action Plans (SEAPs). The specific objectives of BEAST included: setting up local structures for efficient implementation and delivery of SEAP actions; building long-term capacity among authorities and various other stakeholders by preparing and delivering bankable energy projects; contributing towards the EU energy policy targets by implementing actions leading to measurable energy savings and increased renewable energy supply.To this end, the consortium implemented 25 sustainable energy projects, reinforce technical capacity of public authorities in delivery SEAP actions and increase use of energy efficient technologies in various municipalities in nine countries (Sweden, Italy, Cyprus, Norway, Belgium, Latvia, Croatia, UK and Spain).


  • 25 Sustainable energy actions started and over 200 local actors has been supported in 9 countries:
    • Steer actions: 26 charging stations, 42 EVS and 23 km of bicycle lanes implemented
    • Save actions: 56 000 led lights in 20 municipalities and Energy refurbishment in more than 100 public buildings in the pipeline
    • Altener actions: 330m2 of PV panels, 1 low impact hydropower plant, 3 biogas plants and 2 micro grids in the pipeline
  • Guidelines in 7 languages on best practices for implementation of energy & climate actions
Tools and guidelines supported the work of almost 230 local authorities. Project actions resulted in an estimated reduction of more than 21,000 tCO2/year, primary energy savings of 185 toe/year and an increase of renewable energy production of more than 2000 toe/year.The estimated investments within the project duration are almost 14.5 million EUR. The planned target (45 million EUR) was not achieved, as not all identified project reached the implementation status during the course of the action. However, most of the projects are in the pipeline for implementation in the coming years: taking this into account the cumulative investment by 2020 can be estimated to 132.5 million EUR.
