Boosting Energy Efficiency Actions in the Municipal Buildings of the City of Graz (BEAM-GRAZ)

Tags:
The City of Graz has agreed on reducing its own energy consumption by 30% until 2020. The SEAP defines 15 measures and 10 of them are addressing the large untapped energy saving potentials in municipal buildings. The Real Estate and Building Management Graz Company is the assigned public body of the City of Graz for owning and managing the municipal real estate property. The implementation of energy efficiency measures would last around 30 years with the current limited public resources. This project aims to boost energy efficiency and renewable energy measures in public buildings of Graz. Measures will include investments in the installation of an effective energy management and controlling (EMC) system covering nearly all of the 337 public buildings; energy-efficient refurbishment of 18 identified public buildings through Energy Performance Contracting; and ensuring high energy efficiency standards for 7 new public buildings. The action will lead to around EUR 19.000.000 investment into energy efficiency measures; 5420 MWh energy savings and 902 tCO2e per year in Graz.

Results

  • The action will lead to around EUR 19.000.000 investment into energy efficiency measures; 5420 MWh energy savings and 902 tCO2e per year in the City of Graz.
  • The project will implement a large scale roll out of EMC-systems to 300 public buildings in the city. The collected data will support the delivery of the local Sustainable Energy Action Plan with targeted action towards energy reduction in public buildings. It will be highly relevant not only for the more than 4,000 signatories of the Covenant of Mayors, but for any municipality in Europe with a local energy plan.
  • The project will deliver Energy Performance Contracting models that are achieving higher energy savings of up to 50% and show effective ways of including high energy efficiency/passive house standards in new public buildings, thus offering a benchmark for other public authorities across Europe.
  • Financing model for the EMC-system including profiling of requirements, building surveys, preparation of tender documents and launching procedure.
  • Detailed energy audits and planning of building interventions, financial model development including Energy Performance Contracting that goes beyond typical savings of 15 – 20%. Detailed planning models for new buildings at passive house standard including architectural contest.
