Assessment and improvement of the EPBD Impact (for new buildings and building renovation) (ASIEPI)

Issues such as compliance with European legislation on the energy performance of buildings, the inter-comparison of building energy performance across Europe, plus specific topics such as thermal bridges, summer comfort, ventilation and the use of innovation in buildings have been tackled. Support was provided to both Member States and the European Commission, with solutions being proposed as the project unfolded. Given that many of the project participants were directly involved in the preparation of revised building codes in their own country, the project had a direct impact from its outset. he main goal of ASIEPI was to provide support to Member States and the European Commission on EPBD related aspects that may present potential problems when implementing the EPBD: -how to compare the energy performance requirements across Europe? - what's the actual impact of the EPBD? - how to organise control and compliance? - how to effectively handle thermal bridges? - how to stimulate good building and duct airtightness? - how to assess innovative systems? - how to stimulate good summer comfort conditions? The project results are all available via the web-site and www.buildup.eu

Results

  • A benchmarking method and tool to compare the energy performance requirement levels in the Member States
  • Increased awareness of the potential problems in national approaches to EPBD implementation related to the analysed aspects, i.e. control and compliances procedures, thermal bridges, building and duct airtightness, assessment of innovative systems and summer comfort.
  • Appropriate solutions for improving the national approaches to implementation and support of the EU legislation on energy performance of buildings
  • 10 web events, 4 workshops, more than 40 Information Papers and several reports, 6 presentations-on-demand, all available on www.asiepi.eu and in a book 'Stimulating increased energy efficiency and better building ventilation'

Lessons learned

  • It is a major challenge to compare the energy requirements between several Member States, even when they are expressed in the same units (e.g. kWh/m²). To clearly understand this, the interested reader can watch the related web event or the presentation-on-demand, or can read Information Paper P065, available online. Focussing on the requirements for successful high-impact implementation, an International Workshop on impact, compliance and control of energy legislations has been held.
  • A review of the various approaches used by Member States to include thermal bridges in their regulations, has evaluated their impact on the energy performance of buildings. A review of the available software and atlases for their evaluation is available. For summary info, see the Information Papers P064, P148 and P152. A review of the various approaches used by Member States for the assessment of innovative systems has also been carried out.
  • ASIEPI has made a review of the various approaches used by Member States to include building and duct airtightness; this review is summarised in the information papers P072 and P137. Moreover, ASIEPI has made an overview on the existing building airtightness requirements in different European countries and has compared them to the requirements for high performance buildings, as reported in P157. ASIEPI has also co-organised an International Workshop on summer comfort and cooling.
