The construction sector is by nature characterized by a highly mobile workforce. Therefore temporary migration and in particular posting of workers is of vital importance for the sector. Lack of accessibility to and transparency of the applicable working conditions has always been an important reason for reticence on workers' side to work in an EU Member State other than their home country. It is often the case that workers end up being trapped in jobs where they face sub-standard conditions which are below the legal minimum. In such cases, the generally acknowledged rule of "same wage for the same work at the same workplace" is violated at the detriment of the posted workers.

TIDE POWER has been set as a follow-up of a previous action (RIDE project) so as to foster the trade unions' capacity to answer posted workers' needs for information and juridical assistance. RIDE project had set a knowledge basis allowing to understand the consistency and main issues of posted work, developing information tools. TIDE POWER has stepped ahead by setting up Counter Services and by preparing trade unionists, legal experts and operators to inform and to assist posted workers. A network system was also set, involving sending and receiving Countries.

The main goal of the project was further development of the Slovak national qualifications database and introducing steps leading to better quality, comprehensibility, clarity and transparency of the national database, as well as sustainability of interconnection with the LOQ Portal and ESCO. The project activities were targeted mainly to the expert audience involved in designing qualifications in Slovakia and was implemented in close cooperation with the LLL Department of the Ministry of Education, Science, Research and Sport SR, which is in charge of the national policy in the area of national qualifications. NCP EQF is a part of the State Vocational Education Institute, which is the administrator of the National Qualifications Database. Within the project, tools and materials, which reflect recent developments in qualifications and learning outcomes design, were developed and provided to the national experts.

Croatian Qualifications Framework (CROQF) is a reform instrument aimed at increasing the quality, transparency and relevance of the Croatian education system. During recent years significant work has been done in establishing the Information system of the Croatian Qualifications Framework Register (ISCROQF Register) as a key tool for the implementation of CROQF. Further development and upgrade of ISCROQF Register has been achieved within implemented activities of this project.

In recent years, under the Europe 2020 strategy for growth and jobs, the European Commission has stressed the importance of enabling citizens to clearly present their skills and qualification profiles, acquired either in formal, non-formal or informal settings. It is in this context that the European Commission issued grants to develop or improve databases/registers of qualifications, with the main purpose to publish transparent information on qualifications that are part of national qualifications frameworks on a dedicated European portal. This will help employers, education and training providers and individuals to have direct access to information on qualifications across Europe.

National practice on information and consultation varies across countries and I&C bodies may include works councils, employee councils, cooperation committees, representative trade union structures and elected employee representatives. In some countries, particularly those with "mature", long-standing
works council or trade union-based systems of workplace representation, like the old Member States, there is a strong cultural acceptance of the value of partnership and participation. In those countriesI&C representatives know and understand their rights and duties very well and there are well-functioning
I&C bodies. In other countries, like the new Member States and Candidate countries, statutory I&C systems are more recent, either dating from around the time of EU accession or having been introducedin direct response to Directive 2002/14/EC. In these countries the democracy in the workplace need to
be strengthened by development of employee involvement at company level. That is why the project dimensions cover namely 2 new Member States- Bulgaria and Romania, and 2 Candidate countries- FYR
of Macedonia and Serbia. The involvement of the 3 old Member States- France, Portugal and Germany, is justified by the rich expertise of the social partners and the possibilities for transfer of experience and good practices. Although the different composition of the I&C bodies, in all countries the law establishes the right to I&C and the general framework of the I&C process, but issues like the functioning of the I&C bodies, their detailed duties, rights and activities are left to collective or specific I&C agreements for determination. Although not obligatory, such agreements are important for the effective operation of the
I&C bodies. If no specific I&C arrangements are concluded, the actual functioning of the I&C structures is impeded. In this context, the project has offered tailored trainings for the I&C representatives aimed at building their skills to negotiate I&C agreements and to participate on equal basis in the information and
consultation processes.
