Faced to the significant decline in public attendance of social, training and employment structures, IDEIS and DéFI have experimented on the Pays de Montbéliard (France) a project developing new forms of (re) mobilization of publics far away from employment.
The aim of the project was to create new links between the people mobilized and the existing structures in the area.

The project was structured around three axes:
1. Mobilize people in their living environment and encourage them to come to SIPA (Information, Project and Support Sites) sites.
2. Propose to the public an adapted accompaniment allowing to reconnect them with the structures and tools existing locally.
3. Create a collaborative dynamic between local stakeholders in employment, social integration, training and associative actors of neighborhoods to better mesh the territory.

Target groups were people who were distant from employment, struggling with social and professional integration, with specific vigilance on young people, refugees and women.

In addition, the project included an exchange of practices and reflection on the question of the remobilization of audiences with partners from other European countries with the aim of engaging a longer-term collaboration on this issue.

The key activities completed during the project were:
- Organization of three SIPA sites on the Pays de Montbéliard integrating a dimension of external mobilization of the public (two inhabitants councelors in the districts) and resources centers (4 advisers animating the spaces)
- Implementation of an adapted support (three counselors in adapted accompaniment) without constraints as a new offer for the public remote from the employment
- Development of concerted partnership actions with local stakeholders via users and partners committees
- Realization of capitalization documents
- Development of a transnational project shared with 6 European actors around the remobilization of the public
- Organization of a final day FESTI'JOB : presentation of the project integrating a sharing conference with partners and forums for exchanges between public and partners in an innovative user-friendly format
- Participation in Easi meetings (Kick Off and final exchanges)
- Conducting an external evaluation of the project
- Sharing information on the progress of the project at the regional level within the framework of a "sourcing" working group led by the DIRECCTE and the Regio and within the regional network Mission Locale

The main conclusions of the project are :

- People far away from employment are not totally "invisible" on contrary to the idea at the beginning of the project. They are connected for short time to an action in a structure but they drop because it does not meet their expectations.

- The external "mobilization" of people can bring "disengaged" people back to local employment and social stakeholders. For this, the format " social ilotage " (meeting people in street, markets, buildings etc ...) as well as the format " partnership ilotage" (meeting of the people in the local associative actors) are interesting. They must be adapted according to the environments (different approaches between rural, urban environment).

- It is necessary to carry out in parallel collaborative actions with "alibi" supports to attract people and encourage them to a first commitment format. This can be the alibi of sport, meeting with employers, cultural action etc ... These events must be punctuated in order not to lose mobilized peole, waiting to set in motion.

- The adapted support proposed to the mobilized people must be similar to a logic of a professional evolution advice. People do not want long accompaniment, they prefer a trusted referent that they can contact when necessary. People adheres more easily to a logic of dynamic meetings with a collective dimension working on the field of commitment.

- The very large number of stakeholders in France has created a segmentation: employment on one side, social on the other and finally socio-cultural elsewhere. The networking between all these actors in the neighborhoods made it possible to create links : natural referencing of publics, shared partnership actions that better meet the needs of people.

The main results in figures of the project are :
- 24% increase in the number of visits to SIPA sites compared to before the start of the project
- 537 beneficiaries of an adapted support, including 249 people having reintegrated a local offer of a structure or found a job
- 43 collaborative actions with local partners over three years
- More than 800 partner presentation events organized on SIPA sites over 3 years
- 8 meetings of partner committees over 3 years

The added value of the project for the European Union concerns :

- A better knowledge of the new modes of (re) mobilization for people far away from employment. The lessons of the SIPA will be transformed into teaching material via the structuring of a Tutorial and a MOOC "New forms of remobilization " on a European scale (5 countries involved: Spain, Italy, France, Belgium, Hungary) for professionals of social and employment integration.

- A spinning out of the experimentation from 1/10/2019 on the territory of North Franche-Comté initially with 5 local partners involved.

- An integration of North Franche-Comté as an experimental territory (urban, rural, rural) in the framework of the a national study on the identification of invisible public.

A two-monthly IDEIS-DÉFI steering committee monitored the progress of the action plan and corrected or adapted the planned activities within the project.
An annual SIPA seminar allowed to share with the whole team the main evolutions of the project and to work on phases of capitalization.

The monitoring of the action led to the production of a capitalization document on new forms of public mobilization as well as a specific evaluation report on adapted support. These tools were presented to regional networks and funders and fed into a regional think tank on audience sourcing. These exchanges made it possible to identify swarming tracks of the experimentation.

As mentioned above, the SIPA experiment funded by EASI continues since September and October 2019 in two areas:
- A formalization of the experimented method of public mobilization via the creation of a tutorial and a MOOC at european level - ERASMUS + financing
- A geographical extension and partnership of the experimentation : 3 new partners (Mission Locale Belfort, Mission Local Héricourt and MIFE) will develop the tested format in the project SIPA within the framework of a new project Nord Franche-Comté

It would have been interesting to be able to involve a sociologist from the start of the project to have more facilities to lead the research-action.

The time invested at the end of the project on the dissemination of information, the sharing of experimentation and the construction of spin-off phases are time-consuming. Support for this dimension is to be expected from the beginning of the project by integrating the need for "political" support, networking to find partners and funders.
