Design, Construction, Financing, Operation, Maintenance and Exploitation of Lavrio Port with rail and road connection to Koropi & Athens Airport.
The project includes: a) expansion, partial reconstruction & operational upgrade of the Lavrio Port to a cruise ship hub, b) extension of suburban railway from Lavrio port to Koropi and the Athens International Airport, 32 km long, c) upgrading of existing road to motorway (to connect Lavrio Port with the Athens International Airport and the mainland motorways), 29 Km long, e) operation, maintenance and exploitation of the entire project for the period contracted.

The project is expected to transform Lavrio port to an intermodal transport node, strengthening interconnectivity and regional integration. Port of Lavrio will be transformed from a port of small importance and complementary to Piraeus port into a competitive, developmental and transport linked port to the Athens urban fabric and to the mainland, through the existing motorways and railway.
The importance of Lavrio Port, as passenger, traffic and cruise Port, combined with the suburban rail and motorway access, creates synergies and adds value to the entire project so as to attract investors from various economic sectors such as the construction sector or the tourism industry or both.
The passenger volume is expected to increase as a result of the project. Respectively, forecasts of a positive tourism potential in Greece for the following years, alongside the new Law for a steady economic environment for big investments provide an attractive environment for investors for the coming years.
The significant increase in passenger and tourist traffic through the Lavrio Port will create added value for the internal transport network and a competitive advantage for the national tourism industry infrastructure.

The cost of port development is estimated at €45m, of the rail development at €140m and of the road development at €100m. The project duration is estimated at 48 months.
The proposed business model is that of a PPP. The construction and operation of the project will be undertaken by a Special Purpose Vehicle (SPV). Sources of revenues include port, rail and road exploitation.

The pending introduction to the Greek Parliament of legislation regarding public works and permitting as well as of legislation that integrates 2014 EU Directives 23, 24 & 25, regarding public procurement contracts, will lead to the resolution of potential risks and / or bottlenecks relating to the process leading up to the contracting stage and to the monitoring of the project for the whole period of construction and operation.

The project will: establish the eastern sea-front of Attica Region as an economic development starting point, being a gate for the southeastern Mediterranean Sea, connect the Lavrio Port with the national railway and motorway network, creating added value for numerous tourism and business destinations, contributes to the decongestion of the motorways leading to the Piraeus Port.
The project: targets optimizing infrastructure development and its use to enhance the performance of logistics and multimodal transport chains, supports maritime connectivity and multimodality, should involve all relevant actors, notably Member State authorities, regional and local authorities, the industry and the business community.
