Project description

Procurement of eco-friendly vehicles (urban buses and trolleys) for Road Transport S.A. (O.S.Y. S.A.) and the enhancement of integrated fuel management system.

The project includes: 1) Procurement of 300 urban buses (180 buses 12m long & 120 articulated buses 18m long) and of 49 electrical trolley buses (4 of which will be double-articulated hybrid vehicles) and possible modification of existing or new diesel buses so that they circulate using electrification assistance systems or alternative fuels such as LPG 2) Replacement of liquid fuel tanks, titration & calibration of tanks and installation of fuel filling electronic control system on buses.

Economic rationale / Business Model

The project, in synergy with Athens Urban Transport Organisation (OASA) projects "Telematics" and "E-Ticketing", both at the final implementation stage, aims at enhancing the Organisation’s financial position by offering high quality services to passengers, ensuring safety, speed and comfort during their journeys. It also aims to increase the Organisation’s revenues, through the expected growth of transport demand and the expected savings in operational costs (fuel, maintenance, tyres etc).
Overall, the project aims to catch up delayed reform, restructuring and modernization of the transport sector, to offer qualitative transport services to passengers on equal terms for everyone, to motivate citizens of Athens to use public transport means over private vehicles, to rationalize the Organization’s financial status and enhance its positive environmental footprint, thus improving citizens’ quality of life.

The project duration is estimated at 24 months.
The proposed business model is that of a PPP. The construction and operation of the project will be undertaken by a Special Purpose Vehicle (SPV). Revenues for the project will result from the increase in the number of passengers and from savings in fuel and maintenance costs.

The promoter has received / applied for EU / EIB financing support related to this project.

Existing or potential bottlenecks for the realisation of the project / Potential risks

The pending introduction to the Greek Parliament of legislation regarding public works and permitting as well as of legislation that integrates 2014 EU Directives 23, 24 & 25, regarding public procurement contracts, will lead to the resolution of potential risks and / or bottlenecks relating to the process leading up to the contracting stage and to the monitoring of the project for the whole period of implementation and operation.

The proposed investment project improves transport services offered to the public, increases the demand for public transport as a result of better quality & availability of transport services, improves the level of safety & comfort for passengers, reduces operational expenses, contributes to a positive environmental impact, as a result of more efficient fuel management & the expected shift of passengers to public transport instead of private car, strengthens the infrastructure cooperation, optimizes accessibility facilities, involves all relevant actors, notably regional & local authorities, the industry & the business community, promotes European Transport standards.
