HEInnovate is a joint initiative led by the Directorate-General for Education, Youth, Sport and Culture (DG EAC), in cooperation with the Organisation for Economic Co-operation and Development (OECD). Launched in 2013, it is a guiding framework that aims to support all higher education institutions (Universities, University Colleges, Polytechnics etc) in being innovative and entrepreneurial.
A key element of HEInnovate is its free self-reflection tool. This tool is currently used by more than 1100 higher education institutions (HEIs) across the world, allowing HEIs to assess their capabilities across eight dimensions:
- Leadership and Governance
- Organisational Capacity: Funding, People and Incentives
- Entrepreneurial Teaching and Learning
- Preparing and Supporting Entrepreneurs
- Digital Transformation and Capability
- Knowledge Exchange and Collaboration
- The Internationalised Institution
- Measuring Impact
To support HEIs innovation and development, the platform also offers extensive training and support materials to run dedicated workshops, webinars, forums, practical case studies and users stories.
The successful contractor will implement the running of the HEInnovate self-reflection tool, organisation of events, general improvement of the platform and moderation of the HEInnovate community.

The Contract Award Notice for the Call 'Innovative and Entrepreneurial Higher Education Institutions: Further Development of HEInnovate' (EAC/2020/OP/0005) was published on 8 December 2020. The contract has been awarded to Technopolis France and will begin on 19 December 2020 for an initial period of two years.
