The Directorate-General for Education, Youth, Sport and Culture (DG EAC) announces a series of competitive negotiated procedures for the supply of studies on the future of education and training. The studies should provide qualified rapid-response opinions in order to stimulate at European level a debate on the future of education and new forward-looking policy ideas, and to present to Member states possible avenues for future policy development.
The attempt to fill with the studies the evidence gap concerning future educational trends should provide supporting elements for the reflections on the successor of Europe 2020 strategy and the "Future of Learning" agenda.
In 2018, DG EAC is looking for candidates to supply foresight studies in the following four fields. The launch of the procurement individual procedure is indicated in brackets.
- The future of Non-formal and Informal Learning: towards lifelong and life-wide learning ecosystems? (4 September 2018)
- The future of Transnational Collaboration in European Higher Education. (4 September 2018)
- The Future of Assessment in Primary and Secondary Education. (4 September 2018)
- The future of Social Innovation in Education: how the ability and propensity to innovate can be fostered in an educational setting? (4 September 2018)
Specific information on each individual procurement procedure will be provided later on this website.
DG EAC will launch the actual procedure by sending out invitations to tender to all candidates (economic operators) who expressed interest. DG EAC reserves the right to send out the invitations to tender also to other candidates.
Expression of interest in the participation in one or more negotiated procedures
Participation in the negotiated procedures for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.
Where the pluri-lateral Agreement on Government Procurement concluded within the World Trade Organisation applies, the participation to this procedure is also open to all natural and legal persons established in the countries that have ratified this Agreement, on the conditions it lays down.

Only registrations of interest sent to the above e-mail address will be taken into consideration.

DG EAC has closed the above mentioned four negotiated procedures. Based on the evaluation of the tenders received for the four contracts, DG EAC concluded none of the received tenders reached the announced requirements. Therefore, no contract has been awarded.
