First meeting of the Expert Group on quality investment in education and training

European Commissioner Mariya Gabriel launches new Commission Expert Group.


Today, European Commissioner for  Innovation, Research, Culture, Education and Youth, Mariya Gabriel, launched the Commission Expert Group on quality investment in education and training

At this first meeting, the Group exchanged views on its main objectives and topics, namely the three areas that represent the bulk of education expenditure and have a major impact on education outcomes: 

  • teachers and trainers – at the heart of education and the main key drivers of innovation, inclusion and transformational education experiences
  • management of education infrastructure and related physical and human resources – to face the pressing challenges of the 21st century, including access to broadband, IT (Information Technology) infrastructure and the green transition
  • digital education – to prepare young people to lead Europe’s digital era

Each of the three areas will cover all levels of education and training, from early childhood education and care (ECEC) to adult education.

Building stronger, more resilient, equitable education and training systems 

The members of the Group – 15 outstanding experts from the private and public sectors from across Europe – are working together to identify the most effective education and training policies, which will support the European Union (EU) and its Member States in taking effective funding decisions in the education and training sectors at these difficult times. 

Their work will help to boost education outcomes and inclusiveness, while improving the efficiency of spending. 

The Expert Group is chaired by Ms Gabrielle Fack, a Professor at Paris Dauphine University with longstanding experience in the economics of education, who will guide the experts’ discussions and work over the upcoming months. 

The Commission will support the experts throughout the process, acting in the function of Secretariat. 


The Expert Group on quality investment in education and training will contribute to achieving the European Education Area by 2025 by providing guidance to Member States (in full respect of their responsibility for the content of teaching and the organisation of national education and training systems). 

The European Union will channel more funds than ever into education and training over the next seven years, amongst others through the Recovery and Resilience Facility. This will constitute major support to necessary reforms and investments in education and training – from infrastructure and construction to training, digital devices and funding for open educational resources.

With the aim of enhancing the efficiency and effectiveness of education and training systems and promoting policy reforms on the ground, the Group will help to maintain focus on national and regional investment. 

The Expert Group will complement the debate at high-level political fora, such as joint exchanges between EU finance and education ministers, as well as with other institutions, such as the European Investment Bank (EIB) and the European Parliament. 

The Expert Group will operate until the end of 2022 and gather innovative ideas for reform from education and training experts from diverse backgrounds and sectors.
