For an NGO to become a partner, it must submit an expression of interest online though Appel - the application for electronic exchange of information between the European Commission's Civil Protection and Humanitarian Aid Operations department (ECHO) and its partners. Necessary documentation includes the NGO's legal registration with national authorities, act of incorporation or bylaws, annual reports, annual accounts, audits reports, information on funding, list of board members, organisation chart, and letters of reference from relevant humanitarian bodies or national authorities.
After studying all the submitted material, we conduct an evaluation of the NGO's performance (intra alia by means of physical inspections), based on the legal, operational, administrative and financial criteria laid down in article 7 of the Humanitarian Aid Regulation. A decision is then taken as to whether the applicant may have access to Community funding. Where the outcome of such an evaluation is positive, the NGO may sign the Framework Partnership Agreement (FPA) with ECHO.
