

In 2016 we will adapt the evaluation and cut-off rhythm. This shall allow us to inform applicants faster, in particular during summer and at the end of the year. At the same time we will decouple the evaluation of the phases which shall lead to a shorter time span for signing grants in Phase 2. During the transition period between November 2015 and February 2016 we will not be able to guarantee information to applicants for immediate resubmission.
This means that applicants who submitted a phase 2 proposal for the 2015 November cut-off may not receive the results of their evaluation by early February and might not be able to resubmit their proposal for the February 2016 cut-off. This is because applicants cannot submit two proposals simultaneously, and need to receive the results of the evaluation before resubmitting for the next cut-off

I think that it means that you won't have the ESR before February 2016 (new cut-off date) of the proposal to be submitted next week...So you won't be able to resubmit it in February 2016 (so, if you don't have a strong proposal now, better could be desirable wait a few months).

According to the results published recently, the only two projects were funded with a total of ~2.5 mln Euro.
Even projects that got 14.6 score were not funded!!!
If only 2.5 mln was the EC budget for this call we do not understand why the companies have to dedicate a lot of efforts to submit the project with almost zero chances to be funded although it is excellent.
Whys all these 4 deadlines are needed at all?
It becomes more like a lottery then a scientific competition.

This information was announced in the 2014-2015 Work Programme and is therefore fully transparent.
In the Work Programme, it is mentioned that the budget for phase 2 for SC5 (eco-innovation) was 16.72 and the estimated number of projects was 11. If you divide those figures by 4 cut-offs, you have by cut-off an average budget of 4.16 representing 2-3 project selected by cut-off.

It's best to be clear: applicants "may not" or "will definitely not" receive results before the deadline? If what you are trying to do is to avoid immediate resubmiison (which is understandable) then why not just say so?

the reason for the change is to deliver the results to applicants faster. Unfortunately, indeed it MIGHT happen that the results will not be received by early February and re-submission will not be possible. However, this affects only applications from the transition period from November 2015 until February 2016.

So today via Twitter it seems you have confirmed that Ph2 applicants from November will not be able to submit to 3 February cutoff. This is very disappointing, especially given that it is clear that the results of the evaluations are already available.

Since the evaluations are already completed, you should at least inform the losers, so they don't waste time getting their hopes up and have some more time to work on improving the proposals.

Hello EASME team,
Is the status that we will still have to wait until mid-February for results of Phase 2, barring any chance for Resubmission? We were interested in one of the new SMEI calls which better fit our profile and our NCP told us that we should have results before the cutoff date for that call in early February. Is this not true?

The seal of excellence issued for a phase 1 project suggests to apply for structural funds projects. Can it be "used" or highlighted in a Phase 1 resubmission?

You can mention that you received the Seal of Excellence in your Phase 1 resubmission application but every time you resubmit, your proposal is completely reevaluated (by different experts than the first time).
