What next for EU telecom rules?

This review is a key part of the Commission's strategy for a Digital Single Market, adopted on May 6. It will look at to what extent we need to modernise the telecoms regulatory environment to address technological and market challenges.

The telecoms' market is not always sufficient to generate growth, protect consumers and ensure a level playing field for new companies in the telecoms sector. Therefore the European Commission regulates the market in order to counterbalance the significant market power of former monopolies, to ensure universal service and to protect consumers.

The EU's regulatory framework for electronic communications is a series of rules which apply throughout the EU Member States. It encourages competition, improves the functioning of the market and guarantees basic user rights.

The Body of European Regulators for Electronic Communications (BEREC) was created in 2009 to improve consistency of the EU telecoms rules and to contribute to the development of the Single Market.

The mission of BEREC is to assist the Commission and the national regulatory authorities (NRAs) in the implementation of the EU telecoms rules, to give advice on request and on its own initiative to the European institutions and to complement at European level the regulatory tasks performed at national level by the regulatory authorities.
