The aim of this study is to develop an approach for systematic measuring and benchmarking of the progress across Europe on innovation procurement expenditure and implementation. This will be done across different sectors of public interest (e.g. health, transport, security etc.) and strategic expenditure categories, such as ICT, that fuel public sector modernization. The study covers all 28 European Member States plus Norway and Switzerland.
