It is widely acknowledged that the European Union needs to play a stronger role in developing and mastering the base technologies that support the next generation Internet evolution, by accelerating the development of a high capacity, reliable and secure, communications infrastructure, with always-on connectivity and high wireless mobility. Indeed the European Union's ambition to be the most competitive and dynamic knowledge-based economy by 2010 can only be realised if it also plays a leading role in the upgrading of the Internet's capabilities. Maintaining and building on its technological leadership in wireless and mobile communications and providing for an efficient transition to the next generation Internet based on the new Internet Protocol (IPv6) are crucial factors in this regard. ...
