The Commission is proposing to update and simplify the GSM Directive to allow the introduction of new mobile services using the 3G (UMTS) technology in the GSM bands.

The Directive made GSM an EU success story, but it has served it purpose. In response to the increasing pace of technological change, the Commission proposes to amend the GSM Directive to allow the coexistence of new technologies with GSM in the 900 band, starting with UMTS services, provided that these new technologies are proven to operate without causing interference to each other or to GSM services. The proposed amendment requires the formal approval of the European Parliament and EU Council of Ministers, and it will have a positive economic effect on the sector and promote the development of new wireless services for the European user.
