Professor Dr. Jürgen Rüttgers, born in Cologne in 1951, graduated in law in 1979. From 1987 to 2000, he was a member of the German Bundestag, from 1994 to 1998 Federal Minister of Education, Science, Research and Technology. From 1999 to 2010, he was chairman of the CDU North Rhine -Westphalia, from 2005 to 2010 Prime Minister of the state. Since 2011 Professor Rüttgers has been working for the law firm Beiten Burkhardt in Düsseldorf and lecturing political science at Bonn University. In 2017/18, he was chair of the Independent High-Level Strategy Group on Industrial Technologies of the European Commission and since 2018 Special Adviser to the EU Commissioner for Research, Science and Innovation.
