The Directive on the re-use of Public Sector Information (the “PSI Directive” ) stipulated that all accessible information produced and collected by public sector institutions must be made available for reuse under open terms. Given the growing importance of open research data in the economy, the European Commission wishes to engage in a debate concerning the possible extension of the Directive to publicly-funded research data.

The European Commission has already contributed significantly to promoting sharing of research data (e.g. Open Research Data Pilot Horizon 2020 and Recommendation on access to and preservation of scientific information). The review of the PSI Directive is nonetheless an occasion to consider further policy options in this respect and discuss needs and opportunities in this domain with the key stakeholders.

An Impact Assessment support study led by Deloitte has been launched to assist the Commission in the review exercise by gathering the necessary evidence and engaging with different groups of stakeholders. This workshop is a part of the stakeholder engagement process.

Objectives of the workshop

In light of the context presented above, the objective of this workshop is twofold:

  • On the one hand, the aim is to discuss the economic and societal potential of opening up research data, based on the breadth of initiatives currently going on in this domain.
  • On the other, the workshop will focus on the possible perspectives for the future and especially on the opportunities and challenges related to extending the scope of the PSI Directive to research data.

The workshop will take a participatory and interactive approach and the audience will be strongly encouraged to interact with the panellists, raise questions as well as provide contributions on the abovementioned topics all along the workshop.
