Purpose of this call for tenders:

The European Commission will launch soon a call for tenders for a service contract of a maximum value of EUR 134 950 EUR.

The purpose of this call for tenders is to provide data on job vacancies for ICT practitioners (and possibly other professional categories) obtained by crawling job advertisements published online in relevant job advertisement outlets. The data will cover a set of EU member states whose population adds up to at least 60% of the EU population at the start of the contract, rising to two thirds of the EU population from month seven at the latest. For the covered member states, data will be provided at least at NUTS 2 geographical granularity and categorise ICT practitioners’ jobs into at least 20 categories. The data will be provided in packages delivered at least once per month for the duration of the contract, each package covering the advertisements found online since the previous data package. The data will consist of the textual contents of the job advertisements (in their original language), as well as metadata annotations inferred from such contents (in English, and comprising, but not limited to, the professional category and geographical location of the advertised position as well as the skills/competences required, and whether or not the advertisement is a duplicate of other advertisements published in different outlets). The contract will allow for the received data to be manipulated by any means at the disposal of the European Commission for the purpose of extracting evidence deemed relevant for policy purposes. The European Commission reserves the right to publish any evidence obtained from those data. The contract will exclude the possibility of re-publication of the actual job advertisements.
