In the framework of a call for proposals on media freedom and pluralism, the European Commission selected four projects in 2013. Their activities started in early 2014 for a duration of one year. "Taking action and mapping violations of media freedom and plurality across the European Union" was one of the selected projects.

Index on Censorship and Osservatorio Balcani e Caucaso joined forces, using a crowd-sourcing platform  approach to map the state of media freedom in EU member states and candidate countries. 

The online platform allows real-time reporting and mapping of threats and violations to media freedom and pluralism in Europe.

Over 700 reports were published, often resulting in further reporting and investigation as well as calls for action. Regional correspondents in EU member states and candidate countries helped to highlight specific threats and challenges to media freedom in the continent, confirming that the existing legal framework guaranteeing media freedom in the EU is being severely tested in a number of member and candidate countries.
