The European Commission will soon launch a call for tenders for a service contract of a maximum value of EUR 50 000. The purpose of this call for tenders is to support the work of a working group on digital entrepreneurship at the UN Broadband Commission on sustainable development (UN BBC)

This working group is formally led by European Commission's Vice President Andrus Ansip assisted by DG Communication networks, Content & Technology (DG CONNNECT).  The Working group will have approximately 12-13 Broadband Commissioners and will also draw on the work of the Commission on digitalising EU assistance (digital entrepreneurship for growth and jobs being one of 4 priorities). The results of the working group will also support third countries to pursue a policy of opening up their markets to the same extent as in the Union.

A small team in DG CONNECT will lead the work in close collaboration with VP Ansip's staff. However, to be able to conduct the appropriate research, draft the report and help with the dissemination of the report and work as secretary for the group, the support of an external expert is necessary for the period between the first months of 2018 until end of September 2018.

The main tasks will be:

  • To conduct research, analyse and to gather the appropriate information on the subject
  • To work as secretary at bimonthly video conference
  • On the basis of the discussions and inputs of the different members of the group, draft intermediary and final reports
  • To assist the publishing of the report
  • To function as secretary at and support the physical meetings of the Working group

The selected expert should have a good knowledge of digital entrepreneurship, the special conditions for startups and scaleups. He or she should have a good knowledge of the developing world, the UNB sustainable development goals and the challenges business encounters in Africa, Latin America and Asia. Fluency in English and a good level of French is necessary.

No evaluation is performed at this stage. All the economic operators who have expressed their interest to participate in this procurement procedure within the above-mentioned deadline will be subsequently invited to submit a tender. The contracting authority reserves the right to also invite economic operators not included in the list of interested economic operators who responded to this ex-ante advertisement.

An economic operator may consider submitting a tender as a single entity or in collaboration with other service providers: either by submitting a joint tender with (a) partner(s) (assuming joint and several liability towards the contracting authority for the performance of the contract) and/or through subcontracting. In case of a joint tender with (a) partner(s), all partners must be identified in the expression of interest and cannot be modified at a further stage of the procurement procedure.

Only the candidates invited by the contracting authority to participate in this procurement procedure will be admissible.

Processing your reply to the ex-ante advertisement will involve the recording and processing of personal data (such as your name and address). Such data will be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data.
