The potential of cinema to boost the visibility of Europe and its values has been recognised by the EU delegations in third countries.

Building on the existing initiatives and the Study Film Festivals at EU delegations, the Commission has launched a call for tender to strengthen the EU's ability to engage meaningfully with audiences in third countries.

The proposed action will consist in the preparation of a curated repository of high quality European films (e.g. selection, negotiation/acquisition of rights, distribution, consolidation of existing repositories of available European movies, subtitling). It will also include the provision of technical assistance (e.g. hiring of curators, support for local partnerships, and support in branding and communication activities) to support the organisation of EU Film Festivals in selected partner countries across the world. In addition, the action will include the organisation of side-events to ensure that EU Film Festivals become an occasion to foster mutual understanding and intercultural dialogue. This action would not substitute any existing (or future) film festival initiative but provide additional support to EU's efforts in this field.

The action will be financed via the Partnership Instrument (PI) programme and has a maximum budget of EUR 2 000 000.
