The objective of this study was to determine the potential to improve innovation and efficiency in the European cybersecurity market through better exploitation of synergies between the defence and civilian sectors.

The study found examples of such synergies and identified success factors of porting between the markets. The research concluded that in the last 12 years the majority of synergies originated in the civilian market before moving into the defence market. The key porting drivers include responsiveness to threats and the increasing openness of the defence sector to civilian solutions. The key success indicators of porting include knowledge transfer partnerships, an informed and appropriate business model, trust and relationships between industry players, and the importance of clear and supportive research and development work.
