The Centre should monitor and document any violations to media freedom and put in place concrete solutions to address these violations. For this purpose it should perform a number of core actions and be in a position to coordinate additional specific actions.
This call is open both to proposals aiming at performing core actions through a Centre, and/or to proposals aiming at performing specific actions, which the Centre will then coordinate. Proposals should indicate whether they aim at performing only core actions through a Centre, whether they aim at performing only one or several specific actions, or whether they aim at covering both, core actions and one or more specific actions.
The territorial coverage of this preparatory action is the EU 28 Member States and the candidate countries. The additional coverage of other European countries would be considered positively. The focus of this preparatory action should in any case be on the EU Member States and candidate countries.
The call under the present preparatory action takes up elements of previous calls. It invites applicants to build on them or address issues which do not duplicate activities undertaken by other entities. It is also a hands-on oriented counterpart to purely academic activities.
Applicants must demonstrate the ability to attract staff members with proven expertise in the media sector. In particular, applicants must have proven knowledge regarding challenges faced by journalists and other media professionals in the context of violations of media freedom.
All activities shall be conducted in an independent manner.
