The action aims at supporting cross-border investigative journalism in EU member states and candidate countries by implementing a combined set of measures, including directly funding carefully selected cross-border investigative journalism projects; supporting publication of existing projects; giving visibility to investigative journalism stories as well as to the value of investigative journalism as a whole; incentivising quality investigations through a prize-carrying award; and offering training, legal counselling, editorial support and networking opportunities to investigative journalists.

The action builds upon the inaugural round of the IJ4EU programme, managed by IPI and ECPMF in 2018-2019,

A budget of EUR 1,500,000 was earmarked by the European Parliament in 2019 to support a Cross-border investigative journalism fund.  Further to a Call for Proposals, the European Commission awarded a grant to a consortium led by the International Press Institute (IPI
