This mapping project aims at the development of an EU integrated monitoring platform that will aggregate and benchmark mapping measurements of the services provided by broadband networks, notably from two dimensions: Quality of service (QoS) (data on marketed speeds/quality) and Quality of Experience (QoE) (actual users experiences data to be pulled from crowdsourcing applications).

The Commission seeks to acquire an IT tool to map broadband services in Europe. This three-year project (max. € 540 000) aims at the development of an EU integrated monitoring platform that will aggregate and benchmark mapping measurements of the connection services provided by broadband networks on two dimensions:

  • Quality of service (marketed and actual speeds) and
  • Quality of Experience (users experience).

The contractor will be asked to build a state of the art database by collecting GIS data from a variety of sources (Government, National Regulatory Authorities, crowd-sourcing applications, etc.). The project will include the design of a self-reporting application and an associated mapping application allowing visualisation at EU, national and regional levels. 
This project builds on a number of existing and on-going studies and initiatives (e.g. SMART 2012/0022 ). All applications and processes will be designed and maintained in the view of their transfer into the European Commission IT services environment.
