The European Commission is organising the first meeting of the stakeholder dialogue to discuss best practices for cooperation between online content-sharing service providers and rightholders, as required by Article 17 of the Directive on Copyright in the Digital Single Market.

The first meeting of the stakeholder dialogue on art 17 of the Directive on Copyright in the Digital Single Market takes place in Brussels on 15 October 2019.

The Commission has invited stakeholder organisations to attend, based on the criteria indicated in the call for expression of Interest for participating in the Stakeholder Dialogue on the application of Article 17 of Directive on Copyright in the Digital Single Market (EU 2019/790) .

The stakeholders organisations invited represent a broad range of different interests and include in particular representatives of rightholders, Online Content Service Sharing Providers (OCSSPs), consumers, users and fundamental rights associations.

The Commission intends, however, to engage with all interested parties, including those who have not been invited to the physical meeting, and remains available for discussions and written submissions by all stakeholders.

The call for expression of interest was open between 28 August and 18 September 2019.

The objective of the dialogue is to hear stakeholders’ views and to discuss possible practical solutions for the application of Article 17, taking into account the interests of all relevant parties and the safeguards for users. The outcome of the discussions will feed into the preparation of the Commission’s guidance on the application of Article 17, as referred to in the Directive.
