European industry is setting up the European Mobile Broadcasting Council (EMBC) in order to develop a common vision for the development and implementation of mobile broadcasting in the EU. This initiative is a response to Information Society and Media Commissioner Viviane Reding's call in Hannover on 8 March 2006 to develop recommendations for the introduction of mobile broadcasting in Europe. Participation in EMBC is open to any stakeholder, who has an interest in introducing mobile broadcasting successfully to the EU.

The main output of EMBC is expected to be a roadmap for introducing mobile broadcasting in Europe. This should focus on standards and interoperability issues. The underlying goal will be to minimise in advance barriers to interoperability between technologies and consumer devices.
