The Polish National Center for Research and Development invites interested bidders to submit offers for the following three pre-commercial procurements: waste water treatment for the future, energy-efficient and process-efficient construction, innovative biogas plant.

ProcurCompEU, the EU's new competency framework for the professionalisation of public procurement reinforces the strategic role of public procurement for modernizing public services with innovations, for digital transformation and sustainable growth. By defining 30 key competences, including for innovation procurement, it provides a common reference for professionalisation across the EU. It encourages public buyers to develop skills on pre-commercial procurement and public procurement of innovative solutions and to position ICT as strategic sector for economic growth.

Seven hospitals from Austria, Italy, Germany, the Netherlands and France are inviting potentially interested bidders to participate in the open market consultation for their upcoming pre-commercial procurement on Next Generation Sequencing (NGS). The aim is to develop and test two fully integrated, standardized NGS workflows, from sample-pre-analytics to medical decision making, for routine diagnostics of common and rare cancers from adults and children. The open market consultation is planned to take place 22-23 March 2021 in Vienna. Registration deadline: 1 March 2020.

Guardia Civil (ES), the Ministry of Defence (GR), Centre for European Perspective (SI), Ministry of Foreign Affairs (CY) and International Organization for Migration (CH) are inviting interested bidders to participate in a webinar on 29 January 2021 to discuss the innovation potential for the upcoming CIVILnEXT pre-commercial procurement (PCP). The aim of the PCP is to develop, test and validate a cost-effective and interoperable operation control platform that improves the coordination in EU external civilian common security and defence policy missions.

The European Commission has published eleven state aid guiding templates to assist Member States in the design of their national recovery and resilience plans in line with EU State aid rules. The Recovery and Resilience Facility template for broadband (deployment and take-up of fixed and mobile very high capacity networks, including 5G and fibre networks) provides extensive guidance on important matters, including how to design market conform public investment. The Commission will treat measures that do constitute State aid and require individual approval as a matter of priority.

The European mHealth Hub has launched an online survey to assess what are the demand-driven services that the Hub could offer to its potential customers. Stakeholders of all types are encouraged to take part in the survey as potential users to help the Hub partners better understand and define the Hub’s future service portfolio. The survey also aims to capture what features of the proposed Hub are most attractive and likely to be most useful to different stakeholder groups, and to discover what in-kind or financial contributions might be acceptable. The survey consists of 13 short questions.

The MEDIA strand of the EU programme Creative Europe, designed to support European film and audiovisual industries, is celebrating its 30th anniversary in 2021. To mark this, the European Commission is launching a campaign to celebrate the 30 years of support, as well as the launch of the new MEDIA programme of Creative Europe, running from 2021 to 2027.

Two cybersecurity pilot projects, CyberSec4Europe and CONCORDIA, have jointly organised a survey on the certification of MOOCs as part of an investigation regarding the future of MOOCs in cybersecurity and the value of a possible related certification.

Six projects have been selected to enrich the EU’s AI-on-demand platform, initiated by the AI4EU project, following a call launched in May 2019 to bring together expertise to establish a central European AI toolbox.
