The lack of access to broadband connections constitutes an aspect of the more general problem usually referred to as the “digital divide”, which describes the gap between individuals, businesses and territories in terms of opportunities to access and use ICTs.
This Communication focuses on the territorial divide regarding broadband access. It aims to make governments and institutions at all levels aware of the importance of this divide and of the concerns about the lack of adequate broadband services in the less developed areas of the Union.
