On the occasion of President Juncker's 2016 State of the Union address, the Commission is making important progress towards a Digital Single Market with two major sets of proposals.

On the one hand, the Commission is proposing an ambitious overhaul of EU telecoms rules with new initiatives to meet Europeans' growing connectivity needs and boost Europe's competitiveness. These proposals will encourage investment in very high-capacity networks and accelerate public access to Wi-Fi for Europeans.

At the same time, the Commission is presenting modern copyright rules to increase cultural diversity in Europe and content available online, while bringing clearer rules for all online players. The proposals will also include tools for innovation to education, research and cultural heritage institutions.
