• Recommendation on mobilising ICT to facilitate the transition to an energy-efficient, low-carbon economy

      The aim of this Recommendation is a) to establish transparency in measuring the energy consumption and carbon emissions of the global ICT sector and b) to ensure that EU ICT policies are fully coherent with national, local and regional approaches to making the transition to an energy-efficient, low-carbon economy.

    • Open Access to scientific knowledge

      Open Access provides researchers and other interested members of the public with improved online access to EU-funded research results, including scientific publications and data. As all research and innovation builds on earlier achievements, an efficient system for broad dissemination of and access to research publications and raw data can accelerate scientific progress. This is essential for Europe's ability to enhance its economic performance and improve its capacity to compete through knowledge. On 17 July 2012, the Commission adopted a Communication that sets out open access policy objectives for the research funded by the Commission through "Horizon 2020" An accompanying Commission Recommendation sets out a complete policy framework for improving access to, and preservation of, scientific information. Together these two initiatives feed into the wider context of achieving a European Research Area.
