Background on the High-Level Expert Group
On 7 May 2018, the European Commission (DG CONNECT and DG EMPL) announced the creation of the High-Level Expert Group (HLG) on the Impact of the Digital Transformation on EU Labour Markets.
Prof. Dr. Maarten Goos (Utrecht University) was appointed as Chair of the group by Commissioners Mariya Gabriel and Marianne Thyssen.
The Commission opened a call for expressions of interest for other members of the group. The call for expressions of interest, which closed on 4 June 2018, resulted in more than 80 applications from a broad range of experts across Europe. Following an internal selection process, the Directors-General of DG CONNECT and DG EMPL appointed 10 members to the HLG.
Digital Assembly 2019: report and recommendations on 'Digital4Jobs'
Prior to and during the Digital Assembly 2019, the European Commission relied on the support of Utrecht University (Prof Maarten Goos, former Chair of the HLG) and the Centre for European Policy Studies (Dr Andrea Renda, member of the High-Level Group on Artificial Intelligence) to identify key questions to address and policy recommendations for the future. Final report
The report of the HLG on the Impact of the Digital Transformation on EU Labour Markets was published on 8 April 2019. It was adopted by consensus and includes recommendations on:
- a skilled workforce supporting digitalisation;
- managing new labour relations;
- a new social contract.
Meetings of the High-Level Expert Group
