Unit B5 develops and implements a consistent EU Broadband policy and stakeholder relationships to support the cost-effective deployment and take-up of very high-capacity broadband networks required for the Digital Single Market. In close cooperation with policy and regulatory units, unit B5 leads for the deployment of broadband networks on the current and future use of EU-level financial resources, such as the Connecting Europe Facility (CEF), the European Fund for Strategic Investment (EFSI) and the Structural and Cohesion Funds, in particular by developing EU-supported financial instruments. In addition to its own role on broadband-focused instruments or investment platforms, unit B5 supports unit D1 in acting as interface with international and European financial institutions, and other private and public stakeholders at EU, national and regional level to promote investment through financial instruments, in close collaboration with line directorates. The unit supports unit F4 as concerns competition cases on Electronic Communication Services. As part of the implementation network led by unit B2, unit B5 directly monitors implementation in Member States and contributes to the DSM implementation report in coordination with Directorate F.
