In his role at the Latvian Ministry of Environmental Protection and Regional Development, Arnis Daugulis carries responsibility for defining ICT and eGovernment policy, strategy and implementation plans for the government of Latvia.
Before joining the Latvian government, he was Chief Information Officer (CIO) and a member of the management board at Latvenergo, one of the largest power utility companies in the Baltic countries. During 12 years at the CIO position, Arnis Daugulis accrued experience in running an ICT function for large company, taking care of ICT governance, business alignment, strategic development and ICT operations.
He was in charge of many complex ICT implementation projects aimed at driving the company’s business excellence and competitiveness. He was also responsible for corporate telecommunication services and the telecommunications wholesale business.
Mr Daugulis is a former member of the Management Board of the Latvian Telecommunications Association and a former member of the Board of Directors of the European Utilities Telecom Council (EUTC) based in Brussels. He is a co-founder of the Latvian CIO Forum, an informal organisation of CIOs of the largest Latvian companies.
He has received a Master of Science degree in Electrical Engineering from Riga Technical University and a Licentiate of Engineering degree from the Royal Institute of Technology in Stockholm specialised in requirements engineering in IT procurement projects.
As an ICT executive, he received extensive professional training, including project management, change management, HR management and creative thinking. In 2010, he graduated from the Executive Education Programme for Professional Board Members at the Baltic Institute of Corporate Governance.
