The Commission recommends the Member States take a number of measures in order to contribute to the further development of Europeana.
- The Europeana Foundation adopted its Data Exchange Agreement (DEA) on 22/09/11 after an intense consultation with the network of content providers and aggregators. The DEA authorises Europeana to release the metadata of the collections it makes available into the public domain using the Creative Commons - CC0 public domain license. The metadata of the content already available through Europeana into the public domain will be released by 10 September.
