Opinion No. 1/2016 of the Cooperation Network on version 1.0 of the eIDAS Technical specifications

Having regard to Article 12(3) of Commission Implementing Regulation (EU) 2015/1501. 

Having regard to Article 6 of the Rules of Procedure of the Cooperation Network.

Whereas:

Article 12(3) of Commission Implementing Regulation (EU) 2015/1501 on the interoperability framework creates the possibility to adopt technical specifications necessary for the interoperability and security of notified eID schemes and means. 

Version 1.0 of those specifications was released on 26 November on Joinup. Member States may implement this version directly, or use it as a sample when testing other implementations of the technical specifications.

The technical specifications were developed by the technical subgroup on eID of the eIDAS Expert Group. The eIDAS Expert Group decided that this version of the specifications is workable, and confirmed to proceed to get the opinion of the Cooperation Network.

Opinion

The Cooperation Network hereby states that Version 1.0 of the eIDAS technical specifications that can be accessed here^[1]

• eIDAS – Interoperability Architecture (Version 1.00 - 6. November 2015)^[2]
• eIDAS SAML Attribute Profile^[3]
• eIDAS SAML Message Format (Version 1.0)^[4]
• eIDAS - Cryptographic requirements for the Interoperability Framework - TLS and SAML (Version 1.0 - 6 November 2015)^[5]

is workable and correspond to the needs to provide further details on technical requirements set out by Commission Implementing Regulation (EU) 2015/1501 on the interoperability framework.

According to Article 4(6) of the Rules of Procedure the Cooperation Network agrees to publish this opinion.
