The table below presents an overview of the roles and responsibilities of the 'DSI Owner' and the 'DSI Solution Provider'. The description of roles is based on the Non-paper on IT Governance of CEF BB DSIs, the list of responsibilities is based on PM2 "Project Organisation and Roles". According to the Non-paper on IT Governance, "the CEF DSIs Governance Structure must ensure that every DSI is to have a 'DSI Owner' and a 'Solution Provider". Both of them will be responsible and accountable for the operational management of the Core Service Platforms of the CEF building block DSIs.


The Non-paper on IT Governance of CEF BB DSIs was developed under CEF is not binding under DEP. It will be updated to reflect the reality of DEP and serve as guidance for the eIDAS Enabler's IT Governance.

Roles

Description and responsibilities

DSI Owner

Description:

The ‘DSI Owner’ is the key project decision maker and accountable for project success of the Digital Building Block.

Responsibilities:

  • Acts as the project champion promoting the success of the project;
  • Coordinates the work within the Operational Management Board (OMB) and chairs its meetings;
  • Provides leadership and strategic direction for the building block;
  • Sets the business objective and defines the Business Case for the project;
  • Coordinates the resolution of risks, issues and conflicts with the support of the 'Solution Provider';
  • Mobilises the necessary resources for the project in accordance to the budget;
  • Monitors project progress regularly and ensures that the project outcome meets the business expectations with the support of the 'Solution Provider';
  • Drives organisation change and monitors proper evolution and change implementation;
  • Approves and signs-off all key management milestone artefacts (Changes, Milestone Plans, etc.) with the support of the 'Solution Provider'.

DSI Solution Provider(s)

Description:

The ‘DSI Solution Provider(s)’ assume(s) overall accountability for the project deliverables.

Responsibilities:

  • Represents the interests of the solution provider's team (those who are designing, delivering, procuring, and implementing the project's deliverables);
  • May help the 'DSI Owner' to define the objective and Business Case for the project;
  • Agrees on the objectives for the provider's activities and approves contractor's project deliverables (if applicable) ;
  • Reports on project's progress regularly to the 'DSI Owner';
  • Assumes the overall accountability for project deliverables and services requested by the 'DSI Owner';
  • Mobilises the needed resources from the supplier's side in accordance to budget and appoints a Project Manager;
  • May help the 'DSI Owner' to resolve risks, issues and conflicts;
  • May help the 'DSI Owner' to approve and sign-off all key management milestone artefacts (Changes, Milestone Plans, etc.);
  • May help the 'DSI Owner' monitor project progress regularly and ensure that the project outcome meets the business expectations.
