Gateway Coordination Group discusses Once-Only in the year ahead

<p>On 28-29 January 2025, members of the <a class="link external" target="_blank" href="https://ec.europa.eu/transparency/expert-groups-register/screen/expert-groups/consult?lang=en&do=groupDetail.groupDetail&groupID=3639"><span>Gateway Coordination Group</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a> met in Brussels to discuss the implementation of the Single Digital Gateway Regulation (<a class="link external" target="_blank" href="https://eur-lex.europa.eu/EN/legal-content/summary/the-single-digital-gateway.html"><span>(EU) 2018/1724</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a>) and the Once-Only Technical System.</p>

<p>The Single Digital Gateway Regulation creates a “single digital gateway” for <strong>online access to information, key administrative procedures and problem-solving services</strong> for people and businesses active within the EU, allowing them to benefit from the opportunities of the Single Market. It also mandates the creation of a technical system (the <strong>Once-Only Technical System</strong>) that <strong>enables the cross-border automated exchange of evidence</strong>, in accordance with the ‘once-only’ principle. Whenever a citizen or business completes a cross-border administrative procedure, they <strong>can request that the public administrations concerned to automatically exchange the required documents or data</strong> (‘evidence’), instead of having to retrieve and submit the same information again and again. Whether a citizen <strong>applies to study</strong> in another Member State, or <strong>a business expands its operations abroad</strong>, the Once-Only Technical System will substantially reduce the associated administrative burden of cross-border activity and help save users both time and money.</p>

<p>The Gateway Coordination Group is comprised of representatives from each Member State and meets several times a year to assist and advise the Commission on the implementation of the single digital gateway.</p>

<p>During the group’s first meeting of 2025, the Commission presented  
<a class="link external" target="_blank" href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/Events+calendar"><span>events</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a> and <a class="link external" target="_blank" href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/News+and+Interviews"><span>communication activities</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a> planned for the year ahead and invited Member States to reflect on the strategy for onboarding competent authorities to the Once-Only Technical System. ‘Competent authorities’ are the public administrations who will connect to the system in order to send or request evidence. The Member States shared their status in implementing the Once-Only Technical System and provided feedback on how the Commission could continue to support them. The Commission also discussed the impact of the revised European Digital Identity Framework Regulation (‘<a class="link external" target="_blank" href="https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32024R1183&qid=1716986198888"><span>eIDAS 2.0</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a>’) on the Once-Only Technical System and gave an update on the interconnection between the Once-Only Technical System and related systems, such as <a class="link external" target="_blank" href="https://emrex.eu/"><span>EMREX</span><span class="sr-only">(opens in a new tab)</span><span class="ico-external"></span></a>.</p>  

<p>The next meeting of the Gateway Coordination Group will take place in June 2025.</p>
