What is the OOTS Acceleratormeter?

The Member States are currently implementing the Once-Only Technical System. It will allow citizens and businesses to request the exchange of official documents, or "evidence," needed for administrative procedures between the competent authorities involved. This will make it easier for people to study, work, live, or retire when moving between EU countries.

The adoption of Once-Only means the creation of "search-free" administrative procedures, where data comes to individuals and businesses automatically without the need to search for it online. Thereby, Once-Only lays the foundation for shifting from document-centric to data-centric processes.

To support the Member States in this development process, the Commission regularly organises large-scale testing events, known as OOTS Projectathons and Accelerators. During these events, the Member States perform integration activities, readiness checks and interoperability tests to ensure that they can correctly exchange information through the Once-Only Technical System, while receiving custom support and advice from Commission experts. These events are great opportunities for the Member States to test their systems with one another to advance their Once-Only Technical System implementations.

The Commission has introduced the OOTS Acceleratormeter to create a comprehensive mapping of where the Member States stand in their development. The OOTS Acceleratormeter is a useful tool to track Member States’ progress in implementing the Once-Only Technical System as they accelerate their implementation through OOTS testing events. During these events, the Member States perform tests, which also show whether they are ready to move to the next level in the OOTS Acceleratormeter.

While the Member States move along the six levels of the Acceleratormeter, details on which can be found below, they become increasingly technically ready for setting up their national OOTS infrastructures at the technical level and providing Once-Only services to EU citizens and businesses.
