In advance of the launch of the 2017 'State of play of B2G eInvoicing in public procurement', we invite you to be part of the discussion and to provide your views and ideas by posting your answers to the following questions directly in the comments section below. 

As part of the main outcomes of the 2016 'State of play of B2G eInvoicing in public procurement', 13 high-level 'country sheets' were created.

Please do not hesitate to come to us directly by e-mail if you wish to provide a more in-depth feedback. We look forward to your participation!
 


Please note that this request was addressed in the agenda point of the CEF eInvoicing Stakeholder Day held on 1st December 2016 during the dedicated afternoon workshop session. The purpose of this workshop was to suggest ideas to enhance the information currently available for each country sheet and identify the broadest range of stakeholders to participate in this work.

What questions would you suggest to address in the 2017 State of play of B2G eInvoicing in public procurement analysis?

  1. Is there any legal basis regarding eInvoicing (mandatory use) in the different European countries?
  2. How is eInvoicing organised in each country (at national, regional and local level)?

  3. Which institutions are responsible for the implementation of eInvoicing in each country?

  4. Which eInvoicing standards are used in each country?

  5. Is there any eInvoicing platform provided to public entities?

  6. How can the European Commission support each country in the implementation of the eInvoicing Directive?

  3. It would be interesting to get an update of how directive 2014/55 is implemented in different member states. The current study presented in December does only cover existing legislation. I am interested in knowing the strategies in other countries and also the status for implementing new legislation.

    I am very eager to know more about this already now. Please get back to me if you have information. My team is working to support the Swedish Ministry of Finance on their work with the implementation of the directive in Swedish legislation. I was asked about the status of implementation in other member states of the directive. In our work there are some concerns about finalising national legislation before the standard itself is published. I do not think that is a problem, it is more important to speed up our work to get sufficient time for the changes in processes and it-solutions necessary for the entities not yet using e-invoicing. Hopefully if we can show others are progressing, this might help our case.

    The report E-invoicing state of play gives a good overview and covers among other things current legislation in member states. However I did not find information about status in member states when it comes to the implementation plans for the new directive. I figured you might have some information on that to share with me and my colleagues regarding current work in other countries. Please get back to me if you have some further information related to this.

     

    It is good enough getting update of a few examples if you do not have a complete picture. I work closely together with the other Nordic countries so I am more interested in other countries:

    -      Examples of countries implementing more than what is required by the directive?

    -      Examples of countries implementing only the directive?

    -      Progress reports of work in individual countries?
