<p>On 12 January 2024, the European Commission organised a second public Forum looking at the Once-Only Technical System in the scope of the Single Digital Gateway regulation (<a href="https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32018R1724" target="_blank">SDGR</a>). To open participation as much as possible, this was an online event (in contrast to an in-person Forum in <a href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/Citizens+and+students+help+shape+the+future+of+the+Once-Only+Technical+System" target="_blank">November 2023</a>).</p>
<p>Part of the section criteria for participation in a Once-Only Forum is to have first-hand experience of cross-border administrative procedures in three specific areas:</p>
<ul>
<li>Registering to a tertiary higher educational institution.</li>
<li>Applying for study financing.</li>
<li>Registering a motor vehicle abroad.</li>
</ul>
<p>Participants in this Forum provided feedback on their own lived-experiences of cross-border admin, and compared this with examples of what admin would look like when completed using the Once-Only Technical System.</p>

<p>The Once-Only Technical System is a <a href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/Architecture" target="_blank">technical framework</a> for data sharing. When completing an online procedure, EU citizens and businesses will be able to make an (explicit) request to retrieve official documents or data (known as ‘evidence’) from a public authority in one Member State, such as for a diploma or driving license, and have it automatically exchanged with a competent authority in another EU country (such as educational institutions, population registers, company registers etc.).</p>
<p>In December 2023, development teams from the Commission and Member States <a href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/EU+Member+States+celebrate+the+Go-Live+of+the+Once-Only+Technical+System" target="_blank">launched</a> the core infrastructure of the Once-Only Technical System (the “<a href="https://ec.europa.eu/digital-building-blocks/sites/display/OOTS/Common+and+Supporting+services" target="_blank">Common Services</a>” and other elements).</p>
<p>Participant feedback supports the overall roll-out of the Once-Only Technical System in Europe. Citizens and businesses will be able to access the Once-Only Technical System from national procedure portals (a government vehicle registration platform or educational institution), or via the <a href="https://europa.eu/youreurope/index.htm" target="_blank">Your Europe portal</a>.</p>
