Thomas Fillis is a Communications Consultant in DIGIT working on CEF Digital. Prior to joining DIGIT, Thomas advised a Member of the European Parliament, and worked in the private and not-for-profit sectors. A native of Liverpool, and has certifications from Universities in the UK, Germany and the Netherlands.

Kara Baptista is an Evaluation Manager for the CEF Telecom programme at the Innovation and Networks Executive Agency (INEA). She joined the predecessor Agency of INEA (Trans-European Transport Network Executive Agency – TEN-T EA) in 2008, as the main responsible for the Agency's communications activities before making the career switch to the evaluation sector in 2015. She enjoys using her 15+ years of communications experience in her current position to help promote the CEF Telecom calls/programme and provide assistance to applicants.

Adrien Ferial is the leader of the technical office of CEF eDelivery which is responsible for the evolutive maintenance of the sample implementations. He joined DIGIT in 2014 as a technical expert and has more than 10 years of experience in IT. Through his professional experience, he participated to multiple projects in software development and system analyses, including managing and implementing large, scalable, distributed systems.

About CEF eDelivery:

Financed by the Connecting Europe Facility (CEF), the CEF eDelivery building block helps public administrations to exchange electronic data and documents with other public administrations, businesses and citizens, in an interoperable, secure, reliable and trusted way. Through the use of this building block, every participant becomes a node in the network using standard transport protocols and security policies. The CEF eDelivery self-assessment tool calculates how CEF eDelivery can help you achieve your goals and which components of CEF eDelivery are useful for you to re-use.

About the CEF building blocks:

The CEF building blocks provide basic services which can be reused to enable more complex digital public services offered to citizens, businesses and public administration. They provide reusable tools and services helping to underpin the Digital Single Market, that aims to remove digital regulatory barriers, contributing as much as EUR 415 billion per year to the European economy. The CEF Digital Portal is the home of the CEF building blocks (eDeliveryeIDeInvoicingeSignature and eTranslation). It is the one-stop-shop for information about the building blocks. The portal provides access to tools, services and software that can be used in any European project to facilitate the delivery of digital public services across borders.
