Slovenia has an overall score[1] of 0.43 and ranks 19th out of the 28 EU Member States. Slovenia benefits from a skilled population: 56% have basic digital skills, while 1.9% of Slovenians aged 20-29 years old hold a STEM (Science, Technology and Mathematics) degree (7th rank among the EU member states). However, Slovenia's weakest ranking is in Digital Public Services – only 29% of Slovenian internet users have returned filled-in forms to a public administration; on open data, the country ranks 23rd. Only 5.4% of general practitioners exchange medical data electronically (36% in the EU - last rank among EU Member States), while almost no general practitioners transfer prescriptions to pharmacists electronically (0.6% against 27% in the EU). Progress should also be made in Connectivity: fixed broadband connections are available to only 95% of homes. Although the take-up of fixed broadband is relatively good (71%) only 8.2% of subscriptions are for fast broadband and only 47% of households subscribe to mobile broadband.

Although Slovenia falls into the cluster of low‑performance[2] countries, it performs above average in this cluster.

Despite a decline in ranking, the take-up of broadband in Slovenia is relatively good. However Slovenia faces a number of challenges.

First, it needs to improve the coverage of fixed broadband networks, which are available to only 95% of households (20th rank), below the EU average (97%).

Secondly, it also needs to increase the number of mobile broadband subscribers: only 47% of households subscribe to mobile broadband (25th rank, well below the EU average of 72%).

Finally, although fast (>= 30Mbps) broadband networks are available to three-quarters of the population, only 8.2% of citizens have a subscription (24th rank, far below the EU average of 26%).

All those weaknesses, both in terms of fixed and mobile broadband, and of fast broadband, explain the poor scores of Slovenia and limit its ability to exploit the benefits of the digital economy.

With a Human Capital score of 0.51, Slovenia ranks in the middle among EU countries, a position that it has maintained since last year.

In order to fully develop its digital economy and society, Slovenia needs to incite its citizens to use the Internet. As a matter of fact, Slovenia has a low percentage of regular Internet users (68%, below the EU average of 75%, 20th rank in the EU). 56% of citizens do have basic digital skills, an improvement with respect to last year, but still below the European average.

Slovenia has a middle position regarding the share of ICT specialists[3] in the workforce (2.6% just below the EU average, 15th rank).

The one indicator where Slovenia performs markedly better than the EU average is in STEM (Science, Technology and Mathematics) graduates, with 1.9% of Slovenians aged 20-29 years old holding a STEM degree (7th rank among the EU member states).

In terms of the propensity of individuals to use Internet services, Slovenia scores 0.43 (up from 0.39 last year) and ranks 17th among EU countries.

Slovenian Internet users are keen to engage in some Internet activities such as: reading news online (82%, much higher than the EU average of 67%, 10th rank in the EU), obtaining video content using their broadband connections, mostly through Video on Demand (45%, above the EU average, 9th rank in the EU). For these activities, engagement among Slovenians is globally higher than overall in the EU.

On the contrary, they seem very reluctant to engage in other Internet activities such as: communicating through Social networks (58%, just in the EU average but ranking 23rd), conducting banking transactions (45%, far below the EU average of 57%, 20th rank) or shopping transactions (50%, well below the EU average of 63%, 16th rank). Online transactions are a key challenge for Slovenia because a digital economy is partly fuelled by its citizens’ consumption through the online channel.

In Integration of Digital Technology by businesses, Slovenia scores 0.29 and ranks 19th. Slovenia’s businesses need to better exploit the possibilities offered by social media, eInvoices and online cross-border sales.

A true digital economy is one where businesses take full advantage of the possibilities and benefits offered by digital technologies, to improve both their efficiency and productivity, as well as to reach costumers and realise sales.

The adoption of digital technologies is an important driver of labour productivity growth. In this respect, Slovenia broadly places itself in the average in terms of Electronic Information Sharing (30%, equivalent to the EU average of 31%), Social media (14%, exactly in the average) and Cloud computing (10%, just below average). The main weakness lays is eInvoicing (only 5.8% of companies send invoices online, well below the EU average of 11%, 23rd rank).

Slovenian SMEs take advantage of on-line commerce as much as other EU SMEs on average. 14% of SMEs in Slovenia sell online (15% in the EU on average) and 5.5% of SMEs engage in online cross-border sales (6.5% just below the EU average).

Digital Public Services is the DESI 2015 dimension where Slovenia performs worst (worst ranking of all five dimensions). Slovenia scores 0.33 and ranks 22nd among EU countries in Digital Public Services. Slovenia displays a below-average situation in terms of digital public services regarding eGovernment (to some extent) and eHealth (in particular).

Modern public services offered online in an efficient manner are a vehicle for reducing public spending as well as for driving efficiency gains for enterprises, citizens, and the public administration itself. Slovenia however faces a key challenge in online public services. Its scores show an average situation regarding the use of eGovernment facilities by citizens (29% of Slovenian internet users have engaged with the public administration returning filled-in forms), below the EU average of 33% and 17th rank), the availability of prefilled forms (score of 43 against 45 at EU level, 14th rank) and the completion of online services (score of 72 against 75 at EU level, 19th rank).

Moreover, Slovenia seems to lag further behind regarding Open Data (score of 265, far below the EU average of 378, 23rd rank), an important driver of growth. By making data freely available without restrictions, government agencies can enable the private sector to leverage public data, develop new products and services and create economic value.

Finally, Slovenia’s scores place it among the last in the EU concerning online services offered by health systems. Slovenia’s performance in eHealth can be greatly improved, namely by encouraging a greater adoption of medical data exchange (a tiny 5.4% of General Practitioners exchange medical data, against 36% in the EU, last rank among the EU member states), as well as ePrescription, as almost no general practitioners transfer prescriptions to pharmacists electronically (0.6% against 27% in the EU, 26th position).
