Title: Call for tenders: "CEF DSI Maturity Study"
Purpose of this call for tenders:
The European Commission will shortly launch a call for tenders for a service contract of a maximum value of EUR 60 000.
The purpose of this call for tenders is the following:
In the context of the Connecting Europe Facility, the European Commission working together with Member States has to adopt annual work programmes for each of the sectors concerned. In the telecommunications sector, guidelines have been adopted which identify projects of common interest for the deployment of digital service infrastructures (DSI) and high-speed broadband networks. The guidelines  set the specific objectives and priorities as well as the eligibility criteria for funding. One of the key criteria relates to maturity specifying that DSIs should have sufficient maturity to be deployed as proven in particular through successful piloting under programmes such as the Union programme related to innovation and research.
This study will focus on evaluating the technical and deployment maturity of DSIs listed in the CEF Telecom guidelines which have not yet been assessed as fully mature, thus not already included in the Work Programme for 2014, or only included with preparatory measures.
Maturity in terms of the readiness of and compatibility with the regulatory framework will not form part of the ' assessment.
The study shall first develop a robust methodology which will allow for an assessment of maturity on the basis of a defined set of conditions and then apply the criteria and assess the maturity of the DSIs in view of the preparation of the Work Programme 2015. The result will be a qualitative but thorough assessment.
The study's assessment will be based on existing material (e.g. previous relevant studies) as well as own research and contacts with relevant stakeholders.
The timing for the preparation of the CEF Telecom Work Programme 2015 will impose a very tight schedule to this study, as the resulting assessment will constitute an important input.
