Megan Richards has Bachelor of Science, Bachelor of Laws and Master of Public Administration degrees and is a member of the Bar of New York. She has worked for the United Nations Development Programme in Africa, the Inter-American Development Bank in Washington, the Government of Canada and private law firms. In 1991 she joined the European Commission, initially working on programmes relating to SMEs.
For a number of years she was Head of Unit of Administration and Finance dealing with legal, contractual, and financial issues relating to research projects in the Research DG and from 2002 to 2006 she was the Head of Unit for dealing with legal, regulatory and contractual issues relating to the European Union research Framework Programmes. In September 2006 she became Director of Resource Management in the Commission's Joint Research Centre, in May 2009 was appointed Director of General Affairs in the Commission's Directorate General for Information Society and Media (INFSO) and in April 2011 became Director of Converged Networks and Services. From February to September 2012 she was acting Deputy Director General. In DG Communications Networks, Content and Technology (CONNECT) she is Director for Coordination.
