The Commission is consulting on the Directive 2010/13/EU on Audiovisual Media Services (AVMSD) first to check which parts of the Directive are currently fit for purpose as part of the Regulatory Fitness and Performance Programme (REFIT), and, second, to collect evidence and views on the future media services policy in the form of an impact assessment.

Freedom of expression and media pluralism are core values of the European Union and enshrined in Article 11 of the Charter of Fundamental Rights. The media landscape is subject to rapid evolution and changes. A report by an independent expert group, the High Level Group (HLG) on Media Freedom and Pluralism highlighted the need for a separate debate regarding the independence of audiovisual regulatory bodies. The European Commission therefore carried out two parallel consultations between 22/03 and 14/06/2013, one regarding the findings of the HLG and another regarding the independence of the audiovisual regulatory authorities.
French and German language versions of the consultations are also available. The responses of participants who gave their consent to publication are available on the corresponding pages.
The Green Paper invited stakeholders to share their views on the changing media landscape and borderless internet in particular on market conditions, interoperability and infrastructure, and implications for EU rules. The Green Paper does not pre-suppose any action, but in following up, the Commission might explore regulatory and policy responses, including self-regulation. The consultation ran from 24/04/2013 to 30/09/2013 .
