This is the final monitoring report in a series of four on the electronic communications and information society sectors in the nine countries that have been taking part in an ongoing process of the enlargement of the EU: Croatia, Iceland, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey, Albania, Bosnia & Herzegovina and Kosovo*. The report covers the key market and regulatory developments between May 2013 and January 2014. It also assesses progress in these countries in aligning national ICT policies with the goals and priorities of the Digital Agenda for Europe (DAE). The European Commission adopted on 9 December 2013 its Decision on the Czech Republic's request for derogation pursuant to Art. 6(4) RSPP. This is the last of a series of fourteen decisions. On 17 October 2013, the Commission had agreed to allow Greece and Latvia to postpone the freeing of the 800 MHz band and on 23 July 2013 it had already granted derogations to nine other EU countries: Spain, Cyprus, Lithuania, Hungary, Malta, Austria, Poland, Romania and Finland; for Slovakia and Slovenia derogations were refused.

The Recommendation on Relevant Markets is up for its second review; notably the list of predefined relevant markets subject to ex-ante regulation. The first review took place in 2007. The second review is to take place in 2014 and should define an updated list of relevant markets subject to ex-ante regulation. This study on “Future electronic communications markets subject to ex-ante regulation” was commissioned by the European Commission (DG Connect) with the objective of gaining inputs for the upcoming review of the Recommendation on Relevant Markets; more specifically, to form a basis for a revision of the list of relevant markets in that recommendation. DG CONNECT regularly carries out opinion surveys to keep abreast of trends in electronic communications markets and to assess how EU households and citizens derive benefits from the digital environment. For this year's edition, emphasis has been placed (a) on consumer perceptions of broadband speed, (b) on the quality of experience of access services, (c) on consumer affordability, (d) on factors for subscribing and switching between communication service providers and (e) on the transparency of tariff information.
