Analysis of cloud best practices and pilots for the public sector

The European Commission has published today a study on “Analysis of cloud best practices and pilots for the public sector”. The study provides a detailed and up-to-date analysis of cloud initiatives at national level and deployments in the public sector in ten Member States. It dentifies best practice use cases and proposes pilots for those application areas where current cloud take-up is absent or however limited.

The results show that in the ten Member States covered by the study (Austria, Belgium, Denmark, France, Germany, Italy, the Netherlands, Portugal, Spain, the United Kingdom), the deployment of cloud in the public sector is at a very early stage.

The Member States have taken very different approaches regarding cloud in terms of applications covered, type of infrastructure, relationships with e-government applications, or global policy. These approaches were clustered into three main emerging models (with their best practices):

  • procurement and marketplace;
  • resource pooling; 
  • standalone applications.

The pilots identified by the study are:

  • business portals and commercial registers;
  • transport information services;
  • research and education sector
  • health sector; 
  • cargo and logistics.
