European Framework for Safer Mobile Use by Younger Teenagers and Children

In 2007, leading mobile operators and content providers signed a European Framework for Safer Mobile use by younger teenagers and children. The assessments of the implementation of the Framework of 2008, 2009 and 2010 shows progressing results among the Member States.

The European Framework is the result of discussions held in a High Level Group set up by the Commission in September 2006. It sets out a series of measures the signatories commit to implement on their services thoughout Europe, including:

  • access control for adult content;
  • awareness raising campaigns for parents and children
  • the classification of commercial content according to national standards of decency and appropriateness
  • the fight against illegal content on mobiles.

National codes have been signed also based on the European Framework
